Greenhill Road Bridge Replacement

NOTICE: Bridge Closed March 22nd, 23rd, and 24th for Tree Clearing.  Long-Term Closure from May 1, 2023 to October 28, 2023.

The Greenhill Road Bridge over the Insinglass River has been identified as deficient.  In 2014, the Town commissioned an engineering study to determine this project's eligibility for funding through the State Bridge Aid program.  This program provides 80% funding from the State.  The Town was successful and State funding is scheduled for FY23.  The Town is under contract with Hoyle, Tanner, and Associates for the design engineering and CMA Engineers for construction engineering services.  The bridge is currently scheduled to be replaced in 2023.  The contract documents call for the contractor to take site on 4/3/2023, close bridge to traffic on 5/1/2023, and open bridge to traffic on 10/28/2023.

March 22-24, 2023 (Site Work)

The contractor (Cold River Bridges) took the site to clear the trees necessary for the bridge replacement project.  The installation of signs and use of electronic message boards accompanied this tree work.  These efforts were taken to begin notifying nearby residents of the long-term closure starting on May 1, 2023.

  1. Greenhill Bridge Replacement NHDOT Bid Award
    1. The Greenhill Bridge replacement project was advertised in late 2022 and the Town received two proposals. 
      1. Cold River Bridges, LLC - $2,137,137.50
      2. CPM Constructors, Inc. - $2,487,057.50
    2. As an NHDOT State Bridge Aid project, 80% funding comes from the State.  The State has authorized proceeding with the low bidder, Cold River Bridges.
    3. In 2020, the Town established a Greenhill Bridge replacement non-lapsing account with $400,000.  The remainder of the Town’s 20% will come from the Bridge and Culvert Capital Reserve.

Make a motion to award the Greenhill Bridge replacement project to Cold River Bridges for $2,137,137.50 and to appropriate up to $400,000 from the Greenhill Bridge Non-Lapsing account and up to $50,000 from the Bridge and Culvert Capital Reserve.  – Passed on the Consent Agenda.

    1. The Town has partnered with NHDOT through the State Bridge Aid Program to  replace the Greenhill Road bridge over the Isinglass river (additional details).  The project has been programmed for replacement in 2022.  As the engineer prepares to advertise the plans, they have reviewed steel lead times and are concerned the selected contractor may not be able to secure the materials in time for a 2022 replacement.  Additionally, the Washington Street (202) bridge over the Insinglass River is slated for 2022 replacement.

Progress continues on the Greenhill Road Bridge over the Isinglass River.  The New Hampshire Department of Transportation Bureau of Planning and Community Assistance recently approved an amendment for the project allowing progress to continue.

The Greenhill Bridge project is in the final design phase with construction expected in 2022.  Amendment Number 3 adds additional environmental work to the original scope.  This environmental work includes compliance with new Department of Environmental Services regulations and mitigation of an environmentally sensitive climbing hempvine.

NHDES implemented new wetland rules in 2019 which requires additional work not included in the original scope.  There are also additional Bridge Aid Program requirements as a result of the new rules.  The value of this amendment is $10,768 (Barrington’s portion: $2,153.60).

Article 6: Greenhill Road Bridge Replacement

To see if the Town will vote to raise and appropriate the sum of $2,000,000 for the purpose of replacing the bridge on Greenhill Road over the Isinglass River and to accept $1,600,000 from the New Hampshire Department of Transportation Bridge Fund, with the remainder of $400,000 to come from the unassigned fund balance and no amount to be raised by taxation. This special warrant article will be a non-lapsing appropriation per RSA 32:7, VI and will not lapse until the replacement of the Greenhill Road Bridge is completed or December 31, 2023, whichever is sooner. [Majority Vote Required]. Note: This appropriation is in addition to Warrant Article #5, the operating budget article. This article is recommended by the Select Board 3-0. This article is recommended by the Advisory Budget Committee 5-0. This article will have no impact on 2020 property taxes.
