Pavement Management Plan

The Town has developed a comprehensive pavement management plan in order to make informed, data-driven, decisions regarding annual paving projects on Barrington's 67.5 miles of paved roads.  The Town's Engineer of Record (CMA Engineers) has developed and will maintain the plan using subjective and objective data points.  CMA was selected as Barrington's Engineer of Record after a comprehensive process in 2021.  They subcontracted with StreetScan to perform automated data collection of the existing pavement conditions.  In addition to the objective data collection, the report contemplates subjective data including input from the Road Agent, Highway Department crew, residents, and their own engineers.  Finally, CMA Engineers prepared professional recommendations in order to most efficiently and effectively utilize the Town's annual paving budget (typically between $700,000 and $800,000).  One of the primary goals is to maintain an open and transparent approach to road improvements.  CMA Engineers' recommendations look ahead five years allowing residents to better understand the Town's road improvement plans.

  1. Pavement Management Plan Presentation – CMA Engineers
    1. Early in 2021, the Town pursued a comprehensive process to select a new Engineer of Record.  One of the priority projects for the newly selected engineer was the development of a Pavement Management Plan.  At their July 12, 2021 meeting, the Select Board commissioned the project
    2. During 2022 budget development, the Road Agent worked with engineers from CMA to plan for the implementation of the Pavement Management Plan.  The group also worked collaboratively to develop the Paving Request for Proposals.

After a brief presentation, the engineers and Road Agent will be available for questions.  The report will be finalized after integrating final comment from the Select Board and Road Agent.

StreetScan is utilizing their automated data collection vehicles to record all 67.5 miles of Barrington's paved roads.  You may have seen their vehicles (see right) with external sensors driving around Town.  They will be driving the posted speed limit while collecting data, please do not pass or otherwise interfere with their data collection.  Their team expects it will only take a few days to collect all of the data.  Once collected, their software will process the data in order to provide a baseline condition assessment.

The Select Board and Advisory Budget Committee have advocated for an improved planning process for road reclamation and paving activities.  The Road Agent and Town Administrator are supportive of this effort.

In 2011, the Town commissioned a Town-Wide Roadway Condition Assessment and Capital Improvement Plan which was prepared by Dubois and King.  This document served as a productive snapshot of road conditions and needs but resulted in two key deficiencies.  First, the plan was not updated annually.  To serve as a productive planning tool, a road plan must be updated annually to include improvements and monitor deterioration.  Second, the plan called for a budget of nearly twice of what Barrington voters were typically appropriating.  A successful plan will provide objectives within a defined budget and identify priorities and the benefit of additional appropriations.  Since the 2011 plan, the Road Agent and Select Board have been making annual ad-hoc decisions regarding road reclamation and paving.  This is approach has been very productive, but all parties recognize the value of a more organized capital plan.

During the 2021 budget development process, the Transportation Fee Capital Reserve was identified as an appropriate and available funding source forPavement Management Curve the Road Plan.  The current balance is over $400,000 but $200,000 is encumbered for 2021 road paving activities.  The estimated cost to develop the road plan was $60,000. 

In 2020, the Select Board included a goal of; Work with the Road Agent and an engineering consultant to develop a ten-year road improvement plan which can be implemented utilizing the Town’s regular paving and road improvement budgets.  In 2020, the Select Board supported a comprehensive process to select a new Engineer of Record to serve as the Town’s consultant with this project.  CMA Engineers was selected in early 2021 from a field of twelve.  The engineering services request for qualifications included: The Town would like the selected engineer to coordinate the development of a road study/road improvement plan.  This plan will be developed using a variety of objective and subjective data collection methods.  The recommendations for paving, maintenance, construction and improvements should be structured in line with the available budgets.  The plan should present modular-style options so Town decision-makers can review and decide which approach is in the Town’s best interest.  Annual updates to the road plan should add new data points, realign the plan with changing conditions and realign with any budget adjustments.  This will be a priority project starting in 2021.

In 2021, the Select Board carried over the 2020 goal and added; The plan should be ready to implement in late summer for utilization when determining the 2022 road improvement projects.

CMA Engineers has prepared a proposed task order for the activities.  Their proposal includes a combination of objective (automated) and subjective data collection.  They plan to partner with Street Scan which can export data into the asset management program we are developing for the Highway Department.  CMA’s engineers will use the available data to prepare recommendations as part of a multi-year capital plan.

The base fee is $41,600 with optional asset integration available.  We absolutely recommend having Street Scan inventory the pavement markings and signs for an additional $4,500.  The condition assessment component is unnecessary at this time. 

Initial findings and recommendations would be available in October/November in order to present the information alongside the 2022 budget development process.
