Police Union Contract 2021-2024

The term of the existing NEPBA Local #240 Collective Bargaining Agreement ends on March 31, 2021.  In early March 2020, the Select Board amended the existing contract with a sidebar agreement to include wage and benefit adjustments as recommended by the Compensation Study.  The March 2020 sidebar agreement took wage and benefit changes off the table for the next contract.  This contributed to a positive and efficient bargaining session for the 2021-2024 agreement.  The cost items for the Collective Bargaining Agreement will be voted on by residents at the Town Meeting Ballot Session on March 9 , 2021.

March 9, 2021 (Town Meeting Ballot Session)

Voters approved the cost items of the collective bargaining agreement by a vote of 677 to 290 (70%).  The new three-year contract is effecrtive April 1, 2021.

The Town Administrator and Police Chief recently negotiated the terms of a new contract with the Police union.  The result of negotiations (Tentative Agreement) includes a three-year term which ratifies the earned-time benefit adjustments, provides a three-hour minimum for court and general callbacks, increases the vendor-paid outside detail rate to $49 per hour, includes all union members in the holiday pay structure, and creates a Master Patrol Officer designation in 2022.

    2. This is a cost item with an estimated $2,625 increase in 2021 for a three-hour minimum versus a two-hour minimum.  The Master Patrol Officer is estimated to increase the 2022 budget by $7,000 with an additional $2,000 in 2023.

    2. This is a cost item; the Master Patrol Officer is estimated to increase the 2022 budget by $7,000 with an additional $2,000 in 2023. 

Motion to approve the tentative collective bargaining agreement for inclusion in the 2021 warrant and recommend approval of the cost items by Town voters at the annual meeting by Chairperson Hardekopf, seconded by Selectperson Bailey. Roll Call vote: Ayer – Present, Bailey – Aye, Knapp – Aye, Saccoccia – Aye, Hardekopf – Aye. The motion passed.

  1. At the January 27th meeting, the Select Board voted to support the recommendations of the Compensation Study.  Changes for union employees required mutual agreement of the Union.  The Select Board supported making the attached proposal to the Police Union for their consideration.  The Police Union has agreed.

The Police Union has agreed to the terms of the sidebar agreement and that the updated terms will not be open for alteration at the next contract negotiation.

Motion to approve the Police Union amended collective bargaining agreement by Selectperson Hardekopf, seconded by Selectperson Bailey. Ayer – Aye, Bailey – Aye, Hardekopf – Aye, Knapp – Aye. The motion passed.

Administrator MacIver reminded all that this agreement as well as the compensation study changes are contingent upon approval by voters of the Town’s 2020 operating budget at the March 10th vote.
