What does a CIP Committee do?
In New Hampshire, a Capital Improvements Program (CIP) Committee is a statutory body (under RSA 674:5–8) that works with Town boards, departments, the local school, and the public to prepare a multi‑year plan for major capital projects and purchases. In summary, a CIP Committee:
- Identifies and reviews proposed capital projects and major equipment needs over at least a six‑year period.
- Links big‑ticket investments (such as facilities, vehicles, and infrastructure) with the Town’s master plan and land use regulations.
- Recommends priorities and timing for projects to help integrate long‑term planning with the annual budget process and promote more stable tax impacts.
- Provides a transparent, advisory roadmap for future capital spending to assist the Select Board, Budget Committee, School District, and voters in making informed decisions.
